
Local Government Tools
SACOG's Civic Engagement Program provides support to cities, counties, transit agencies and air districts in the Sacramento region to elevate the public education and involvement in infill and smart growth community development. In the summer of 2006, the SACOG Board of Directors authorized $500,000 for direct grants and services to these public agencies. The funding is divided into three categories: SACOG technical services, direct grants, and educational materials and services.

3-D Web Application
Several jurisdictions asked for tools to help visualize a range of potential activities on infill development sites within their jurisdictions. SACOG developed a web-based 3D simulation model for 56 square miles of regional study areas. SACOG also developed software that allows planners and designers to remove existing buildings from the simulation and add in "new" building types that displayed potential development.

Civic Engagement Grants
The SACOG Board authorized a competitive grant project for $500,000 in funding for jurisdictions that are developing new mixed use and infill housing projects. Nine grants were awarded in July 2006:
- City of Citrus Heights, Sunrise MarketPlace Visioning Project ($80,000)
- City of Davis, Tools of Engagement ($89,000)
- City of Live Oak, Imagine Downtown Live Oak ($25,000)
- City of Placerville, Placerville Drive Development and Implementation Program ($50,000)
- City of Roseville, Downtown Vernon Street and Historic Old Town Specific Plan Development ($80,000)
- Sacramento County, General Plan Photo Simulations ($33,000)
- Sacramento County, North Watt Avenue Corridor Public Outreach Visual Simulation Enhancement Project ($25,000)
- City of Sacramento, General Plan Community Congress ($100,000)
- City of Winters, Downtown Master Plan Design Program ($19,000)
Community Design
On June 17, 2009, the guidelines for the fourth round of the SACOG Community Design Program (2009-2011) were released. The Program is intended to provide financial assistance to local government agencies that seek to implement physical development that is consistent with SACOG's Blueprint Principles. Approximately every two years, SACOG accepts applications for projects from cities, counties, transit districts and air districts from Sacramento, Sutter, Yolo and Yuba Counties. (Please note that Placer and El Dorado Counties have their own programs that are independent of the Community Design Program).
Land Use Monitoring
This project maintains up-to-date inventories of available data on housing, population, employment, schools, land use, and local agency general plans in the region. These inventories are used to develop the forecasting base year that is used for SACOG's Metropolitan Transportation Plan forecasting.
In addition for use in SACOG projects, our planning partners, the public, and various researchers use these data on an ongoing basis. A number of ongoing monitoring programs are included in this program, including employment inventories; census data distribution, population and housing inventories; parcel data maintenance; land development economic data (including the Performance Monitoring System for the six-county region); and school enrollment.

This database contains over 1,000 images of Blueprint Land Use photos and Transportation Improvement Photos to support planning activities in our region.

During the Blueprint Project, Photo Simulation PowerPoints were very effective tools to show the public how public investment can attract infill development and build attractive and vibrant neighborhoods.
